Position Purpose: This is a critical position with a double role in France and in the International Policy, Advocacy and Government Affairs team (50% time split approximative).
1) Enable early identification and mitigation of French policy risks, and opportunities for CSL operations and commercial priorities in France, and shape national policies and legislation accordingly. Raise the profile and outreach of CSL, profile CSL as trusted partner and advance strategic partnerships and collaborations with public entities and relevant stakeholders. Provide strategic guidance and direction to the International CEA team, the French commercial affiliate on national government relations, policy, and advocacy. Lead engagement with the national government to advance commercial and corporate priorities, in coordination with the cross functional team and affiliate leadership.
2)Support the International PAGA team in generating policy insights and analysis, and supporting in country advocacy execution in other affiliates.
The France PAGA lead serves as Corporate and External Affairs business partner for the commercial leadership in France. This position is the company’s primary point of contact with government and public affairs stakeholders in France. This role is responsible for advancing and advising the company on the potential impact of policy developments on the company’s business and site operations, and for developing and leading the execution of CSL’s political external engagement and advocacy strategies to shape government policy, legislation, and/or regulations. This role is responsible for strategic partnerships and engagement with patient advocacy groups, and developing media relations in partnership with the Communications EUCAN cluster team. This role will also align priorities and coordinate engagement with trade associations.
The person in this role will be expected to put patients and plasma donors at the forefront of our vision for delivering value to address unmet medical needs and have a track record on the highest compliant and ethical standards. The role reports to the Policy, Advocacy and Public Affairs, International, Head and has a dotted line to the France Affiliate General Manager.
Main Responsibilities and Accountabilities:
1. Develop and lead execution of strategic plan to drive public affairs priorities that enable the success of CSL’s business and patient access to our therapies in France.
2. Lead and coordinate CSL company engagement with government officials, industry associations, patient advocacy groups and other stakeholders. Represents CSL and takes leading role in key industry associations and committees. Partners with CSL functions to support external engagement priorities in France. Partners with Communications team for advancing strategic media relations in France.
3. Develop and lead the execution of CSL through leadership and corporate communications, ensure strong relationships with public affairs stakeholders in France; supports in developing media communications strategies for the International/EUCAN CEA team.
4. Serve on France Leadership Team, partner and pro-actively collaborate with functional leads, including Therapeutic Areas Commercial, Medical, Market Access, Communications, and Regulatory, to develop and execute joint strategies.
5. Is a key interface partner and relationship manager with patient advocacy groups, and works closely with Medical Affairs and Communications teams on patient group engagement and corporate communications strategies and programs in France.
6. Serve CLS EU/EEC priorities by leveraging French stakeholders at EU level (EU Commission, Parliament, French Permanent representation, trade association…)
7. Support the International PAGA team in driving excellence and elevating CEA capabilities across affiliates, supporting best practice sharing, regional progress reports, policy updates and analysis for the global leadership.
8. Supports in country advocacy in other affiliates for emerging needs/issues.
Position Qualifications and Experience Requirements:
-Education: Graduate/professional degree in law, public health, international relations, political sciences or similar disciplines preferred.
-Minimum 8 years of experience in healthcare policy/public affairs, access or comparable fields
-Experience designing and leading efforts to build company profile and impact with important healthcare public affairs stakeholders at the national and local levels, driven through both trade associations or coalition and company stand-alone advocacy
-Experience working with both legislative and executive government representatives, as well as with other strategic institutions in the public sector.
-Experience collaborating with colleagues at multiple levels of the organization (matrix) to align on and execute shared goals
Strong understanding of the workings of major government/public authorities and healthcare industry associations
-Experience partnering with patient groups to advance shared goals
Strong, proved network of relationships with government officials, policy makers, industry, patient advocacy, and other stakeholders that are influential in policy formulation
-Experience in biologics, plasma, rare diseases and gene therapies industries preferred
-French and English fluency required.
