The Victorian Intelligent Transport Systems Contracts (VIMC) require the delivery of 24/7 monitoring, incident management, fault coordination, dispatch and operational reporting services to support contractual performance obligations and network availability.
The Operations Centre performs a critical role in monitoring asset performance, coordinating fault response activities, managing incidents and ensuring compliance with contractual response and restoration timeframes.
About the role
The Network Management Officer provides shift leadership and operational oversight of the Alarm Monitoring function within the Victorian Intelligent Transport Systems Contracts (VIMC) Operations Centre.
As the primary escalation point during rostered shifts, you will be responsible for managing escalated incidents, fault prioritisation, contractual response compliance, jeopardy management and operational decision making. You will lead and support Alarm Monitoring Officers while ensuring network faults and incidents are effectively monitored, classified, recorded and coordinated.
This role plays a key part in maintaining operational performance, stakeholder communications, quality assurance and continuous improvement across a 24/7 operational environment.
Role responsibilities
- Lead the day-to-day operation of the Alarm Monitoring team during allocated shifts.
- Coordinate shift handovers, operational briefings and workload allocation across the Operations Centre.
- Oversee monitoring of SCATS, STREAMS, NMS and associated monitoring platforms.
- Manage escalated incidents and coordinate responses to major network events and emergencies.
- Act as the primary operational escalation point and liaise with key stakeholders including DTP and TOC.
- Monitor fault prioritisation, classification and jeopardy management activities to ensure contractual response and restoration timeframes are met.
- Review alarm handling, fault records and incident logs to ensure accuracy, quality and compliance.
- Monitor SLA and KPI performance, identify risks and support continuous improvement initiatives.
- Provide coaching, mentoring and operational support to Alarm Monitoring Officers.
- Prepare operational reports and support contract compliance, audit and performance reporting activities.
About you
- Experience working in a control room, operations centre or alarm monitoring environment.
- Previous experience leading or supervising teams within a shift-based operational setting.
- Strong incident management experience, including coordination of high-priority or complex operational events.
- Ability to make sound decisions under pressure and effectively manage competing priorities.
- Strong analytical, problem-solving and critical thinking skills.
- Excellent verbal and written communication skills with the ability to engage a broad range of stakeholders.
- Experience with SCATS, STREAMS, Network Management Systems, Maximo, MMIS or similar operational platforms is highly regarded.
- Understanding of KPI, SLA and contractual performance requirements.
- Commitment to safety, continuous improvement and operational excellence.
- Availability to work a 24/7 rotating roster including days, afternoons, nights, weekends and public holidays.
