We are seeking a Functional Business Analyst for a 12 month- FTC with strong Private Health Insurance experience to deliver end‑to‑end business and technical analysis in a highly regulated environment, partnering with business, technology and vendors to translate PHI requirements into scalable, compliant IT solutions.
Responsibilities
- Manage multiple complex deliverables in a fast paced, highly regulated Private Health Insurance (PHI) environment, balancing competing priorities and dependencies.
- Develop a deep understanding of health insurance business models, PHI products, pricing structures, and regulatory obligations to produce high quality, fit for purpose business analysis deliverables.
- Be accountable for producing comprehensive business and technical analysis artefacts, including business and functional requirements, technical specifications, application and process workflows, use cases and user stories, screen mock-ups and wireframes, integration mappings and data flows, and technical impact and change assessments.
- Act as a key conduit between health insurance business stakeholders and technology teams, ensuring requirements are clearly understood and translated into scalable, compliant IT solutions.
- Work closely with business subject matter experts across products, pricing, operations, claims, policy, and compliance to understand current and future state processes, identify gaps, and resolve data discrepancies during delivery.
- Partner closely with implementation vendors and system integrators, providing detailed business and technical inputs to ensure solutions align with PHI business needs and regulatory constraints.
- Support IT solution design, development, testing, and implementation by clarifying requirements, validating solutions, and assisting with defect triage and resolution.
- Own and actively manage the project and product backlog, ensuring priorities align with enterprise health insurance initiatives, strategic roadmaps, and regulatory deadlines.
- Translate project scope and regulatory or business change into well defined functional requirements, product features, user stories, and acceptance criteria that support high quality delivery outcomes
Essential Skills & Experience
- Bachelor’s degree in computer science, Information Technology, Business, or a related discipline, and/or 5+ years’ experience in a senior Functional Business Analyst role.
- Demonstrated experience in Private Health Insurance (PHI), with strong exposure to health insurance products and policy structures, pricing, benefits and rule configuration, claims, membership and core insurance platforms, and PHI regulatory and compliance requirements.
- Strong hands on experience across the full systems development lifecycle, working in Agile/Scrum and hybrid delivery environments.
- Solid understanding of system design principles, integration patterns, APIs, and database concepts, with the ability to assess technical impacts of business change.
- Proven ability to work effectively with both internal technology teams and external delivery partners.
- Strong analytical capability with a track record of solving complex business and technical problems in regulated environments.
- Excellent documentation, critical thinking, and communication skills, with demonstrated proficiency in producing high quality artefacts such as use cases, user stories, functional specifications, and business/technical requirements.
- Exposure to AI assisted development tools, such as GitHub Copilot, and experience with prompt engineering is an advantage.
